Post subject: Disabling "shutdown" for all users on a local mach

Hi!
I've got a thing that's been bugging me.
I'm trying to block users (all/or a group) to use "shutdown".
I found a page that had exactly the thing I wanted, but this was only for NT/2000!

I want do to exactly what it states in that article, but, since the reg-values are for nt/2000, and I cannot find any info regarding how to do this in xp, Im in dire need for help.
