Creating Message Boxes

I'm really sorry but it wasn't quite what I was looking for.

I am able to create a Log on message that's displayed before pressing ctrl
alt del.

maybe I didn't explain it as well as I should have done;

At the moment, I have a "public" account on my computer. This Public account
is used very frequently to allow other people access to the internet etc on
my computer. (As the users are different, I don't feel it neccary to keep
creating new accounts for them).

I currently have a text document which I have added to the public account's
startup folder.

This notepad file is quick to load, and basically says

"Welcome to the Public Account"

I also use this space for writing stuff such as

"I'm sorry, but I've had to pause all printing because I've ran out of ink"

(You get the picture)

I was wondering if there was a way (At my College they are able to do this,
obviously using a much greater operating system tho) that a Dialog box to
appear in the same way, as if added to the startup folder.

I am able to achieve a similar result by logging in as an administrator,
whilst others are logged in, loading up the task manager, looking on the
USERS tab, right clicking on them, then SEND MESSAGE....

But for this to happen, they HAVE to be logged in.

Probably confusing, but if you try the right-clicking on the user then log
back into the account you've sent a message to you will see the result that I
am looking for.

thankyou for all your previous help, I did use the adding text above the
Username and password fields. That worked brilliantly
