Post subject: Cryptographic Services Error under Parallels

I am unable to import a private certificate into XP hosted under Parallels
3.0 running on OS/X. The message is "An internal error occurred. The
private key you are importing might require a cryptographic service provider
that is not installed on your system."
How do I debug this error to resolve it (eg what service is missing?)
