Post subject: Encrypted files that say they aren't encrypted????

I appear to have files that remained encrypted even after I unchecked the encrypt box in the properties and windows no longer shows them as encrypted. Actually the files, jpgs, just up and stopped working. So, I decided to decrypt them to see if I could get them working, and they still don't work, plus, in a hex editor, they still look as if they are encrypted. Anyone have any ideas how I might recover these files, or how to decrypt them by some other means? Thanks for your help!
