Ok the problem is, that explorer crashes after a little bit of booting, then
it reloads it's self, and crashes again. it continually does this... whats
the problem, any ideas?

Are there any entries in the system logs that are relevant?

How can you tell it's crashing? If there are error messasges, what are
they?

Well, it's kinda obvious it is crashing because the task bar goes away, and
then a thing that says "explorer has encountered a problem and needs to
close" or something along those lines.

alright this is the logs:

Faulting application explorer.exe, version 6.0.2900.2180, faulting module
endtaskrightsxp.dll, version 0.0.0.0, fault address 0x000011d0

then i go to look all these up and get this

faulting application mmc.exe version 5.1.2600.2180, faulting module
tgnt32cs.dll, version 1.0.0.1 fault address 0x000014d6

then this pops up,

Faulting application drwtsn32.exe, version 5.1.2600.0, faulting module
dbghelp.dll, version 5.1.2600.2180, fault address 0x0001295d

then i control alt delete, cause my comp freezes up.

faulting application taskmgr.exe, version 5.1.2600.2180, faulting module
unknown, version 0.0.0.0, fault address 0x00c314d6

faulting application taskmgr.exe, version 5.1.2600.2180, faulting module
unknown, version 0.0.0.0, fault address 0x00cc4151c.

im assuming you are talking about windows explorer and not IE....there are many many reasons that explorer will crash...everything from virus and spyware to faulty drivers and hardware...you will need to try and figure this out...if you have loaded any new software or hardware i would try using windows restore and pick a date that is before the time that you installed something...if that is not the case i would start with an anti-virus and spyware remover...(spybot and adaware are 2 good freebies)...

Then error messages are being generated, and the system logs will have
indications of what happened.

Without this information, it's exceedingly difficult to help you.
