Post subject: Formatting to FAT16

I have a 16Mb Sandisk Flash Card (TypeI) which I want to format to FAT16. But if I format through windows by right-clicking on the drive then clicking format it can only be formatted as FAT12 and if I use the "format e: /fs:FAT" dos command it is also formatted as FAT12. (btw "format e: /fs:FAT16" doesn't work either)

Can anyone help??
