When booting up my home PC, it used to go to a Welcome screen where it would
display my account and my roommates account. Apparently she has done
something to it, so now when it boots up it goes to the generic Microsoft log
on screen. It gives no user accounts and I am unable to log on. The default
user name that shows up is HP Owner. Is there anyway to bypass this so I can
get into the machine to restore the welcome screen option?

Well, who is the Owner of the Desktop, you or your Roommate?.
If she removed your account then you can't log on unless you have Her
permission, try to Log in Safe Mode and see if you can reverse the changes
she made or create a new Account with admin Privileges.
Other than this try to have a word with Her and see if you both can sort it
out.

Type in your username. If it used to say "Shenan Stanley" on the welcome
screen - type in "Shenan Stanley" (sans the quotes) in the username field
and type the password you used in the password field (leave it empty if you
used none.

If your account was an administrative account - go into the control panel
and user accounts and 'Change the way users log on'.

You really don't have to logon as you if you reboot in Safe Mode. In fact -
reboot into Safe Mode, log in as 'administrator' and manage the user
accounts from there. (Control panel --> User Accounts and/or Start
button --> RUN --> control userpasswords2 --> OK)

You MAY be able to turn the welcome screen back on - but if you cannot - you
can at least see what user accounts still exist and discover their actual
usernames.
