Post subject: Make browse library of all icons on system?

Is there a way to search for all the icon files (of whatever extension) on
my pc and assemble them in one place so that I can pick suitable ones
without having to use the various browse for dialogues that come with
programmes that themselves don't have access to all the icons on the pc?

For example: browsing for a suitable icon for a folder, today, I came across
an icon of a tree, that I had not seen before but could previously have done
with for a Google Earth placemark icon, that I ended up having to make
myself. Today's tree icon was supposedly in System32, but I'm b'd if I can
find it when outside the choose folder icon dialogue. Thus, I'd like to be
able to select from a complete list of icons rather than just the few that
each app tends to present. Can this be done?
