Setup was unable to open information file netoc.inf

When I go to Add/Removie Windows Components or when I go to add optional
compennts from the XP disk, an error message comes up;

Setup was unable to open information file netoc.inf
Contact your system administrator. The specific error code is 0x2 at line
2088999592.

Usealy I could care less about this problem. But I belive ie7 is causeing my
FSX problem. The only reason I think its causeing my FSX problem is beause it
currupted about the same time that my FSX did.

I've been trying to fix FSX for a while. So I've been looking around for
problems. Like when I fix one, I find another. So I need a little help on
this one. I can't find much in the knowlage base.
