After rebooting my machine the Start Button and bottom bar disappeared and no
longer exist. I created a new user and it existed for about 4 hours and then
that one disappeared. Any suggestions?

Run the edit on Kelly's site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Line 117: Restore Taskbar and Start Menu

See the top of the page for info on running the edit.

Yes your shell is crashing. Do this. Cntrl-Shft-Esc and then in the Task
Manager look under the Processes tab and if explorer.exe appears there
select it and End Process. Then in the Task Manager File | New Task Run...
| explorer | OK. The task bar should return. Finding what is crashing
your shell is the next thing to do if this works.
