How to keep Text Document (.txt) on top of other Windows?

Post subject: How to keep Text Document (.txt) on top of other Windows?

I normally/almost always store my important information in text documents.
When I "pull" a .txt up, I want it to say on top, so I can reterive its info.
But, it always moves down to the taskbar, and I have to pull it back up, get
some of the info I need, it goes back down, I have to pull it back up again.
Please, what can I do to keep it on top of other windows will I reterive the
info I need?
