Windows Shutting Down - Or is it?

Hi, when i go to START>TURN OFF COMPUTER>TURN OFF, the computer shuts down
all the applications preparing it to turn off like it should. But it says
"Saving your settings" for a brief amount of time then it restarts itself.
How can i fix this problem?
