Change it back to system and make sure that you are logged on as a local
administrator when you try to start it. You might want to try doing a System
Restore if you have a restore point from before this started to happen and
if that does not help try running System File Checker as in sfc /scannow
though make sure you have the install disk handy. If that does not help try
running the secedit command as listed in the link below and append the
/areas services switch to the end of it. That should restore default
security settings to the services. The time service is NOT a critical
service to non domain computers. --- Steve
