A neighbor uses MSN as her ISP.
She shuts off MSN using the normal shutdown menu command, the 2 little
computer symbols in the task tray bottom right disappear.
However, when checking her telephone line, periodically the line is
still connected to the computer.
This condition does not happen all of the time.
I was thinking of uninstalling the modem and drivers, and then
restarting,,,,but first I am asking for assistance.

Looks like the modem is dialing out.
Start - Control Panel - Internet Options - Connection tab
Make sure that "never dial a connection" is ticked.

The problem only happens after connecting purposely to MSN; when
disconnecting - it remains connected, once in a while. MSN says that
it is an XP issue.
Ran several spyware programs, and AVG antivirus, all clear..

And check for spywares! She may have gotten one of those "Trojan" diallers
that silently dials out.

Hi Shelly,

Check running tasks via the Task Manager and make sure it is ended. And/or
go to:

Start/Run and type in: net config server /autodisconnect:30 (30 being an
example).

Other checkpoints:

Disable everything that reads 'Wake up' in the BIOS settings. Also, I have
seen this behavior if you have a CD/DVD in the drive during a shutdown.

Right click My Network Places/Properties/Advanced (top toolbar)/Dial-Up
Preferences/Enable Auto-Dial by Location/Uncheck all locations and check off
always ask me before auto dialing. Also, Disable autodial while I am logged
on.

In the Enable Auto-Dial By Location dialog box, select each location for
which you want the automatic dialing feature to operate. Reboot.

Disable or Enable AutoDial (Line 91)

To view the list of names and addresses recorded by AutoDial, type the
following command at a command prompt: rasautou -s

To delete a name or address entry from the list: Start/Run/Regedit

HKEY_CURRENT_USER\Software\Microsoft\RAS Autodial\Addresses

Lastly, run this combo whether you think the system is clean or not:

Run Ad-Aware SE, Spybot, CWShredder and HijackThis:
