Post subject: No mouse over w/ All Programs

I am running Win Xp and I can not get my All Programs list to open with a mouse over to open. It will open if I left click on it but not hovering the mouse over it. I know this worked at one time.
I have went to Start Menu, Properties, Start Menu, Customize, Advanced, and checked Open submenus when I pause over with mouse but still will not open.
Any Help?????
