Obviously (if you would take the trouble to check his headers) he didn't
post from Outlook Express, but from the awful web-based CDO interface.

Express window. Select Newsgroups from the menu. Hit the "Reset
list" button. You can now search for other newsgroups on the MS
server.

If you right click on his message and select Properties from
the menu, you'll see on the General tab
discussions.microsoft.com after the @ sign. Click on the
Details tab and you'll see X-Newsreader: Microsoft CDO for
Windows 2000. Both of these indicate that he's posting from
this web site.

You have to set up news. Try Tools... Accounts.... Add.... News.... fill in
the blanks... when you get to newserver enter msnews.microsoft.com

Right click the shortcut you're using to open Outlook Express.
On the Shortcut tab, look in the Target box.
It should say something similar to this,
"C:\Program Files\Outlook Express\msimn.exe"
If the /mailonly switch has been added to this line, remove it.

If that isn't the problem you might want to post your question
to the Outlook Express newsgroup.

Meanwhile, until you get this problem resolved you might want
to consider using another newsreader such as Thunderbird.

Is this a sudden, new problem or an ongoing one?

Is the News tab at OE Tools > Accounts available in a new identity (File >
Identities > Add new identity)?

What happens when you click on the following link? =>

Is MS Outlook your default Mail Client?
