"C5 Current Pending Sector" always pending

Post subject: "C5 Current Pending Sector" always pending

What does it mean that my "(C5) Current Pending Sector" Data value always stays at 4? C5 represents "unstable" sectors that will soon need reallocation. My "(05) Reallocated Sector Count", "(C4) Reallocated Event Count", and "(C6) Offline Uncorrectable" are all at Data of 0. Why isn't it reallocating the data??

I have a WD600BB HDD.

From Western Digital: The Current Pending Sector Count attribute indicates the amount of sectors pending for relocation. Sectors with read or write errors are recorded and await relocations to spare sectors when next write commands are issued.

What does this mean, "When next write commands are issued"?
