I am getting a "WMS Idle" window on shutdown (OS is XP
Home SP2). After I hit "End Now," it still takes 5-10
minutes to shutdown. If I try to start Outlook, all
instances will wither hang or not show up at all, and then
will all pop up after I end the WMS Idle task. In Event
Viewer, I get messages indicating one task is trying to
read registry values that another task is still using.

I tried uninstalling the Windows Messenger service and
performing Detect and Repair on Outlook, but it didn't
solve the problem. I ran a NAV,MS Spyware and
Search&Destroy scans and saw no problems.

Does anyone have ideas as to what could be causing this?

I'm having exactly the same problem, exept that OS is W2k SP4, Outlook Version is: Outlook 2000 SP3.

Interesting detail, if I let run a ping all the time, it never fails to ping a server, but still, some applications face network problems, like outlook and also Lotus Sametime.

Every morning, I have to boot twice. In my company I'm docking my laptop (dynamic IP address via DHCP) into the docking station, boot => outlook hangs. shutdown => have to kill WMS idle, rebbot => everything is fine.

that's so weird, but still reproducable. every hint for a resolution welcome!

I found that going to MSCONFIG and removing NMBgMonitor (which is a Nero
Essentials component) from Startup, removed the WMS Idle failing to
quit. More importantly removing that Nero file from startup, allowed
Windows XP to shutdown ten times faster. I have removed Nero from my
computer and it runs perfectly now. Perhaps only a corrupted file, who
knows, but bye bye WMS Idle.

"Remco" you hit it on the head. I had the same exact problem and had
Nero Essentials witch came installed on my new PC. I uninstalled Nero
Essentials and the problem is solved.

SDdot1 advice on removing WMS Idle is fine IF a Nero program is
installed. In my case, it was a residue legacy of a previously
installed Nero program that left that nuisance behind that requires a
MSConfig route to remove the offending "NMBgMonitor".
