Active Directory couldn't be replicated while installing N..

I'm installing new Domain in remote site, the bandwidth latency between this
site and the parent domain site is 1000 ms, i've done several installations
on a similar setup and bandwidth yet now Active Directory could not
replicate the directory partition "The Remote Procedure call was cancelled"

Windows 2003 SP2

The "NTDS\Parameters\RPC Replication Timeout" is of benifit in this
situation??
