I have the same problem defined in KB843518 but cannot find the patch for a
Windows 2000 SP4 IE6 SP1 configuration. Is it possible to get a patch for
this configuration?

You'd have to ask MS about this. (No one here represents MS.)

Try requesting the hotfix KB843518 using the link
http://go.microsoft.com/?linkid=6294451 and say you want a version for
Win2000 SP4?

At the bottom of the page of the KB article, it states that it applies to
Windows 2000 Server.

QED: Will MS give you a hotfix for OSS other than those listed in the main
