Try this: http://docxp.mvps.org/b1n/FlashRepair.exe

If still no joy, try uninstalling Macromedia Flash Player with Adobe Flash
Player Uninstaller:

"How to uninstall the Adobe Flash Player plug-in and ActiveX control".
And then reinstall it.

Simple, no stupid Active X controls that let you install the application
automatically...
Just ask Microsoft what happened to them.

have to install Silverlight for it?

There is no New button in the link I provided.
Is that where you are started from? ; )

Otherwise the usual explanation is that you could have a popup
stopper or some other non-standard third-party program
which is interfering.

However, yours is the first incident which has expressed
a problem symptom with that feature in these terms (no icon),
so if your symptom is just that you see a Red-X beside
the New button you should also try using the New button,
e.g. press Alt-M,Enter and see if you get the New button's
dropdown menu.

I agree the help could be clearer about what you should
expect to see when you use the New button.

> Do I have to install Silverlight for it?

No.
