No, running a 2003 Terminal Server means that you need 2003 TS CALs
for every user or client which connects. So even if you only add a
2003 TS, you will have to upgrade your TS CALs to 2003 TS CALs.
If you have Software Assurance on your existing W2K TS CALs, you
can buy an upgrade, otherwise you will have to buy new TS CALs.
If your clients run XP Pro and you owned the XP Pro desktop
licenses before April 24, 2003, then you can get a free transition
TS CAL for those clients.
